Report: Thai B744 and FlyBe DH8D at Frankfurt on Mar 8th 2009, runway incursion during landing

A Thai Airways Boeing 747-400, registration HS-TGW performing flight TG-922 from Bangkok (Thailand) to Frankfurt/Main (Germany) with 370 passengers and 22 crew, was on final approach to Frankfurt's runway 25R, when a FlyBe de Havilland Dash 8-400, registration G-JECI performing flight BE-1278 from Frankfurt/Main (Germany) to Southampton,EN (UK) with 31 passengers, taxied onto the runway at the threshold via taxiway Delta and was abruptly stopped, the nose section already on the runway. The Boeing 747 passed the Dash at a height of about 15 meters (50 feet) and landed safely.
The German Bureau for Aviation Accident Investigation (BFU) rated the incident serious and stated, that the Boeing crew had not seen the Dash and believed their landing had progressed normally.
Visibility was more than 10km in light rain, few clouds in 1200 and broken clouds in 2800 feet.
The FlyBe crew had pushed back from stand V108 and received the following taxi clearance: "..., taxi runway 25 left, left turn out Alpha up to Delta", and read back "25 left, Alpha then Delta, ...". That readback was not challenged by ground control.
The FlyBe captain, who was in Frankfurt for the first time with his first officer having his second flight to Frankfurt, saw the 747 over the approach lights and abruptly stopped the aircraft, the nose section of the airplane however was already on runway 25R.
The Dash should have been passed onto the tower frequency before entering taxiway Delta, however there was no radio contact to the tower controller. The tower controller said, that he had seen a primary target moving on taxiway Alpha towards Delta.
The voice recordings of the ground frequency showed a transmission ending in "niner decimal niner" had been blocked by the simultaneous transmission of a second station. No readback occured to that transmission.
