As a consequence of Aigle Azur’s bankruptcy and the loss of the historical precedence of slots previously held by some airlines operating at Orly airport, a « pool » of 12335 slots was made available for reallocation at Paris-Orly airport. The French authorities decided to apply the provisions of Article 4 of January 28th, 2002 Decree on the use and reservation of some slots at Orly airport and to preempt the maximum of 20% of the pool for Public Service Obligations routes, thus reducing the size of the pool available for reallocation by the coordinator to 9868 slots. COHOR, appointed as Paris-Orly airport coordinator by the French Minister of Transport Order of August 27th, 1996 as modified and in accordance with the amended EU Regulation 95/93 of January 18th, 1993 on common rules for the allocation of slots at Community airports (Slot Regulation), distributed the entire pool on an annual basis considering the requests on waiting list for the Summer 2020 scheduling period (S20). The requests submitted by all airlines at Orly airport for the summer season only represent 232658 slots, i.e. almost the annual volume at which the airport is limited. The Slot Regulation as amended in July 2004 stipulates that carriers must clearly request the new entrant status and that half of the pool must be allocated between carriers’ requests with new entrant status. According to Article 10.6 « Among requests from new entrants, preference shall be given to air carriers qualifying for new entrant status under both Article 2 b) i) and ii) », meaning approximately and in a simplified manner, carriers with less than 5 slots per day at the airport AND intending to operate intra-Community flights on a route operated by less than 3 carriers. The carriers having claimed the new entrant status and fulfilling the requirements of Article 2b) i) of the Slot Regulation (carriers with less than 5 slots per day at the airport) are: Air Caraïbes Atlantique (3 weekly flights to Cayenne-Rochambeau, 1 daily flight to New York – Newark, 1 daily flight to Sao Paolo – Viracopos, 3 weekly flights to St-Maarten / Princess Juliana), Air Nostrum (2 daily flights to Madrid – Barajas), ASL Airlines France (2 daily flights to Alger, 1 daily flight to Bejaia, Belgrade, Djerba, Oran, Oujda, Tunis), Azul Brazilian Airlines (5 weekly flights to Sao Paolo – Viracopos), La Compagnie-Dreamjet (4 weekly flights to New York – Newark), EasyJet Airline (1 daily flight to London – Gatwick), Hop! (1 daily flight to Florence), Ryanair (2 daily flights to Dublin), Siberia Airlines ( 1 daily flight to Moscow – Domodedovo), Tassili Airlines (1 daily flight to Alger), Transavia Airlines C.V. (4 weekly flights to Beirut, Funchal, 2 weekly flights to Lanzarote, Manchester), Ukraine International Airlines (1 daily flight to Kiev Boryspil), Volotea (2 daily flights to Alger, Oran, 1 daily flight to Bejaia, Constantine, Setif, Tlemcen), Wizz Air (1 daily flight to Bucarest, Vienne). The carriers having claimed the new entrant status and fulfilling the requirements of Article 2b) ii) of the Slot Regulation (intra-Community flights with less than 3 carriers on routes) are: Chalair Aviation (5 weekly flights to La Rochelle – Laleu), EasyJet Switzerland (1 daily flight to Hanover), Vueling (1 daily flight to Bergamo – Orio al Serio, Santiago de Compostela, Turin, 5 weekly flights to Bologna, 4 weekly flights to Göteborg-Landvetter, Pisa, Warsaw – Chopin, Zagreb, 3 weekly flights to Jerez de la Frontera, 6 weekly flights to Munich – FJ Strauss). The carriers having claimed the new entrant status and fulfilling both the requirements of Article 2b) i) and those of Article 2b) ii) of the Slot Regulation (first regulation priority among applications with new entrant status) are: Anisec Luftfahrt GmbH (13 weekly flights to Vienna), Easyjet Airline (1 daily flight to Glasgow), Hop! (2 daily flights to Frankfurt and 2 daily flights to Munich – FJ Strauss), Lufthansa (2 daily flights to Munich – FJ Strauss), Transavia Airlines C.V. (2 weekly flights to Bristol, Glasgow, Liverpool, 1 weekly flight to Gran Canaria, 3 weekly flights to Krakow, Santiago de Compostela), Wizz Air (1 daily flight to Budapest, Sofia, Warsaw – Chopin). The airlines that have benefited from the slot pool allocation are (please click on “Attached Document” for further details): As new entrant (5110 slots) : Lufthansa (1460) : 2 daily flights to Munich [article 2b i) and ii) of the Slot Regulation] HOP! (1460) : 2 daily flights to Frankfurt [article 2b i) and ii) of the Slot Regulation] Wizz Air (1460) : 1 daily flight to Budapest and 1 daily flight to Sofia [article 2b i) and ii) of the Slot Regulation] Easyjet Airline (730) : 1 daily flight to Glasgow [article 2b i) and ii) of the Slot Regulation] As incumbents (4758 slots) : Air Caraïbes International : 1460 slots (equivalent to 2 daily flights) Corsair International : 1460 slots (equivalent to 2 daily flights) Transavia France : 1460 slots (equivalent to 2 daily flights) La Compagnie-Dreamjet : 312 slots (equivalent to 3 weekly flights) TAP Air Portugal : 66 slots for summer season only These slots were allocated on an annual basis and were based on submissions on the waiting list received for the Summer 2020 scheduling period (S20). However, carriers which are now receiving slots from this pool and willing to start their operations already during the present Winter 2019-2020 scheduling period (W19) will be allowed to do so. Those carriers will get the quota reserved for their year-round services during the upcoming Winter 2020 scheduling period (W20), provided that their new services really start during Summer 2020 scheduling period (S20) and that they duly confirm their year round operation requests by the industry submission deadline set for W20. Mas nada impede a companhia de servir CDG. A Air Caraibes solicitou para operar ORY-VCP e EWR diariamente além de ORY-SXM e ORY-CAY 3x semanais. Todos os pedidos totalizam quase 3 voos diários, a companhia recebeu slots para operar dois. Resta saber se irão utilizar algum em VCP.
